So my "opinion " as you asked for it - let's say it was me - I'd get the latest OS compatible with your Mac and do a clean install. But as you say you have upgraded before, that might not be necessary. It seems you did try an upgrade before from you say. I have a belief, not necessarily based on reason or science, that upgrading with a known problem rarely solves that problem unless it is directly related to incompatibilities between apps and the OS or between an OS and an iOS.
